Fire Board of Directors

The Lathrop Manteca Fire District's Fire Board of Directors is comprised of five (5) members of the community that are voted in to office by the voters within the fire district boundaries. Board members are certified by the San Joaquin County Registrar of Voters after the election results are tabulated, and typically are elected to serve four (4) year terms. At times a candidate may run for elected office unopposed. In these cases the San Joaquin County Registrar of Voters certifies the eligible candidate for office and declares that an election runoff may not be needed. In rare times of vacancies due to a board member resignation or death, the fire board may choose an option to fill the open seat on the fire board. Sitting Fire Board members are called Directors. The five of them collectively take action to set policy, give guidance, and elect a Chairperson and Vice Chairperson. The "Chair" or "Vice Chair" as they are sometimes referred to, are responsible to run the meeting in accordance with the Fire Boards ordinances, resolutions, and polices. Election/Appointment Procedure and Deadlines

Currently, the LMFD is scheduled to have vacant seats on the Board in late 2022.  To qualify to run for the Lathrop – Manteca Fire Protection District Fire Board, the individual must currently live within the LMFD’s jurisdiction and be actively registered to vote.  The individual must file the candidate application with the San Joaquin County Registrar of Voters office within their posted time frame and deadlines.

In the event the District must appoint an individual to a vacant seat on the Fire Board, the District will publicly post about the vacancy with instructions and deadlines for applications.  Applications from qualified individuals must be submitted to the District’s main office at 19001 Somerston Parkway, Lathrop, CA 95330 by the specified date and time in order to be considered.

The Fire Board typically meets on the 3rd Thursday of the month.  Please see the Calendar for specific dates, agendas, and packets.

Charles Garcia

Director Charles "Chuck" Garcia is a 28 year resident of the City of Lathrop and previously served on the Measure C committee. He is a husband, father, and retired City of Oakland Firefighter.

Term is for December 2020 through December 2024

Mark Elliott

Director Elliott and his family have been longstanding residents of the City of Lathrop. Mark served previous terms on the Lathrop City Council and has been heavily involved with youth sports.

Jeremy Coe

Director Jeremy Coe lives in the unincorporated rural area east of Manteca. He has volunteered for the New Haven Elementary Parent Teacher Association and the Boy Scouts of America. Jeremy and his family enjoy the rural lifestyle of ranch livestock and horses.

 Gloryanna Rhodes

Director Gloryanna Rhodes is a resident of the City of Lathrop and has been a long standing elected official in the city. She has served terms as one of the first members on the city's Planning Commission. She has served terms as City Councilwoman, and has held numerous elected terms as the city's Mayor.

Stephen Dresser

Director Stephen Dresser is a resident of the City of Lathrop and has served most recently on the City Council for the City of Lathrop. Director Dresser has also served on the City's Planning Commission and numerous other boards on behalf of the city. He brings a wealth of knowledge and municipal perspective to the Fire District's Board.
