Fire Facility Fees

The Lathrop Manteca Fire District receives funds for capital expenses to service new growth. These funds originate from both the City of Lathrop and the unincorporated parts of San Joaquin County that are served by the district. Both the county and city as their respective land use authorities are allowed to impose "fire impact mitigation fees" under laws of the State of California. These fees are assessed directly to new development based on a "nexus" study. The Fire District serves as the legal entity to mitigate fire and other emergency responses within both the city and county boundaries. For these reasons and under mutual partnership, the Fire District is allowed to receive and collect these fees as a "pass through" in to mitigate clear and substantial costs to service new development. 

Below in the documents section of this page you will find the "Development Impact Fee Study" dated July 8, 2019. This document provides the technical nexus and engineering methods used to establish these rates. This document is applicable to the City of Lathrop only and by City Council Resolution they have adopted an impact mitigating fee of $0.53 cents per square foot. This fee is applicable to new residential, commercial, and industrial buildings.
