The Lathrop Manteca Fire District's Fire Board of Directors is comprised of five (5) members of the community that are voted into office by the voting population of the Fire District. Board members are certified by the San Joaquin County Registrar of Voters after the election results are tabulated, and typically are elected to serve four (4) year terms. At times a candidate may run for elected office unopposed. In these cases the San Joaquin County Registrar of Voters certifies the eligible candidate for office and declares that an election runoff may not be needed. In rare times of vacancies due to a board member resignation or death, the fire board may choose an option to fill the open seat on the fire board by appointment. Sitting Fire Board members are called Directors. The five of them collectively take action to set policy, give guidance, and elect a Chairperson and Vice Chairperson. The "Chair" or "Vice Chair" as they are sometimes referred to, are responsible to run the meeting in accordance with the Fire Boards ordinances, resolutions, and polices. Directors must reside within the jurisdictional boundaries of the Fire District and be registered to vote.

Election/Appointment Procedure and Deadlines
To qualify to run for the Lathrop – Manteca Fire Protection District Fire Board, the individual must currently live within the LMFD’s jurisdiction and be actively registered to vote. The individual must file the candidate application with the San Joaquin County Registrar of Voters office within the posted time frame and deadlines. The San Joaquin County Registered Voters Office can be reached by calling 209.468.2885
In the event the District must appoint an individual to a vacant seat on the Fire Board, the District will publicly post the vacancy with instructions and deadlines for applications. Applications from qualified individuals must be submitted to the District’s main office at 19001 Somerston Parkway, Lathrop, CA 95330 by the specified date and time in order to be considered.
The Fire Board typically meets on the 3rd Thursday of the month. Please see the Calendar for specific dates, agendas, and packets.

Mark Elliott
Director Elliott and his family have been longstanding residents of the City of Lathrop. Mark served previous terms on the Lathrop City Council and is heavily involved with youth sports.
Term is for December 2022 through December 2026

Fire Board Vice Chair
Jimmy Zien
Jimmy Zien enjoys serving his community. Not long after moving to Lathrop in 2018, he joined Lathrop’s Rotary Club. Next he was appointed to Lathrop’s Parks & Rec Commission, and has served as its Chairman. As a pastor for almost 40 years, Jimmy is now very active in his local church, Home Church Lathrop. Before moving to Lathrop, he was a volunteer police chaplain for over 30 years, served on various boards and committees in Campbell, California, and was named Campbell’s Citizen of the Year. Jimmy is honored to serve as a member of the Lathrop-Manteca Fire District’s Board of Directors.

Michelle Maddon
Michelle Maddon is originally from East Texas, she is a devoted spouse and proud mother of three whose passion for community is rooted in strong family values. Since 2015, she has dedicated her time to serving our community, including leading as Chair of the Lathrop Measure C Oversight Committee and supporting fair hiring practices for the Lathrop Police and Fire Departments. She is deeply committed to civil rights and advocates tirelessly for disability inclusion, diversity, equity, and inclusion, believing every voice deserves to be heard. She is guided by compassion, a strong sense of responsibility, protecting community well-being and strengthening public safety for all.

John Vargas
Director John Vargas is a veteran of the United States Marine Corps and a veteran public safety professional in both law enforcement and fire services. Director Vargas and his wife have raised a family and called the City of Lathrop home for well over 20 years. John recently retired from the Livermore - Pleasanton Fire Department.

Tracy Johnson
Director Johnson is a dedicated public servant, active community member, and longstanding resident of rural Manteca. She brings a background in leadership, operations, and small business ownership. She values community engagement and believes relationships between the District and the public are integral to ensuring the highest level of fire and emergency services.
